Nicotine Pouches Age Limit UK: 18+ and No Free Samples From 29 October 2026

The nicotine pouches age limit in the UK is 18 under a new law that will come into force on 29 October this year. Up until then, there was no legal minimum age for buying a nicotine-pouch anywhere in the UK, so that a 15-year-old could walk into a shop and buy a pouch without breaking the law. This change also puts an end to the provision of free samples and free pouches, which is why the offers to claim a free pouch that you may have seen are disappearing.

Those regulations are contained in the Tobacco and Vapes Act 2026. We have always sold only to adults, so you can order from us as usual. Here is what the governmental guidelines for sellers say about nicotine pouches and what it changes in your purchases.

Nicotine pouch rules before and after 29 October

Rule Before 29 October 2026 From 29 October 2026
Minimum age to buy pouches None in law (many retailers set their own 18+ policy) 18 everywhere in the UK, in shops and online
Buying pouches for someone under 18 Legal An offence for the adult who buys
Free samples and free cans Allowed and common practice for new brands Banned where the intention is to promote the product
Codes or coupons for a free can Allowed Treated the same as giving the product away
Multibuys and bundles Allowed Still allowed as bulk discounts
Selling pouches from vending machines Allowed Banned

Why didn't nicotine pouches have an age limit before?

The sachets were caught between two laws. They contain no tobacco, so the age limits for tobacco never applied to them. But neither do they belong to the vape family, and therefore they escaped the rule that nicotine-containing vapours need to be sold only to adults in England, Wales and Northern Ireland. Scotland had gone further than the rest of the United Kingdom and age-restricted nicotine-free vapour, but still pouches were not in the equation.

The guidance now mentions nicotine pouches, nicotine strips and nicotine pearls, and it applies to all forms of nicotine, including synthetic nicotine manufactured in the laboratory. A nicotine pouch with nicotine from the laboratory is age-restricted in the same way as one made from tobacco leaves. This is what the law closes.

Snus is an isolated case. Tobacco-snus has been forbidden to sell for a long time in the United Kingdom, which we have discussed in the article Is snus legal in the UK?

Nicotine pouch rules from 29 October 2026: bundles, mix and match, price reductions and sale of unsold stock still allowed; free samples, codes for a free can, 10p prices and sales to under-18s not allowed

What age does one have to be in the UK to buy nicotine pouches?

From 29 October, any shop or online store is guilty of a crime if it sells a nicotine-filled pouch to someone under eighteen. You have to be eighteen or over. A shop that gets it wrong can be given a £200 fixed penalty in England, Wales and Scotland, or a fine of up to £2,500 if the case goes to court.

In practice, one is asked ID in a shop if one looks young, and on the web the seller has to be sure of one's age before sending the goods out. Each new customer is verified through 1account, an independent system for checking age and identity, and our conditions have always restricted the sale to adults.

Caffeine pouches do not contain nicotine, and so as far as the law is concerned they are not classified as products of nicotine. But it is still our policy to sell them only to adults.

Is it a crime to buy nicotine pouches for a sixteen- or seventeen-year-old?

Yes, from 29 October. Before then it was not illegal to buy a packet of pouches for your younger brother or a friend's teenager, because pouches had no age limit to get around. But now it is, and it is the adult who is guilty, not the shopkeeper. Buying or trying to buy any kind of nicotine product for someone under eighteen years old is an offence and it's the person doing the buying, not a shopkeeper or clerk.

In England, Wales and Scotland the fixed penalty is £200, and in Northern Ireland it is £250 (subject to Assembly approval). The courts have the discretion of imposing heavier fines, up to £2,500 in England and Wales, and up to £5,000 in Scotland and Northern Ireland.

Can you still get free nicotine pouches in the UK?

No, not from 29 October. It becomes an offence to offer a nicotine product to a member of the public with the purpose or effect of promoting it, and the government's own example is giving free samples to customers so they can try them. That covers a brand's free trial can, a seller's free can with your order, and a free can handed out at an event or through a third-party promotion.

Coupons are covered too. The Act defines a coupon as an object or a token that can be redeemed for a good, a service, cash or any other benefit, in whatever form, and so an emailed code for a free can counts in the same way as the can itself. Selling a product or coupon for a token amount is also covered, and the guidance says a nominal price such as 10p would likely be an offence.

The one exception is stop smoking services. If a council or NHS body has set up the service, it can still supply nicotine products or coupons to the people using it. This does not extend to a shop running its own giveaway.

If you would like to try a few different varieties before committing yourself to one or another, the only legal way to do it now is to pay for single cans or a mixed bundle. Our mix and match system makes it possible to build a collection of different varieties and strengths, and our guide to nicotine pouch strengths will help you choose the right starting point if you're new to the experience.

Are nicotine pouch bundles and bulk deals still allowed?

Yes. The guidance says that the rules do not affect normal discounting practices and that bulk and trade discounts may still apply. Retailers can also keep selling unsold stock at a reduced price.

So buying in quantity still saves you money. Our nicotine pouch bundles are sold as packs of one brand or a mix, at a lower price per can, and bulk pricing starts at five cans on most brands across our nicotine pouches range. If you buy regularly, nothing changes here.

The line is crossed when a discount is so great that it is practically a gift. The guidance describes a substantial discount as one that "significantly lowers the cost of a product compared with its standard selling price"; there is no fixed percentage. Each offer is evaluated on the basis of how it works.

What changes at nicpouches.com?

Placing an order and getting it delivered works as before. The difference is in our promotions.

Competitions and games that hand out free cans as prizes are being changed so that the prize consists of no nicotine products. Similarly, we are reviewing all sign-up rewards, store credit and e-mail-based codes in the light of the guidance's definition of a coupon, and anything that works as a free giveaway will be changed or withdrawn by 29 October.

Nic Points, our bundles and mix and match carry on, subject to that same review. If any offer has to be changed, it will be updated on the site, and not quietly dropped.

What else is changing for nicotine pouches?

More rules are on the way, though none of these are law yet. A UK-wide consultation that closed on 2 October 2026 proposed plain white packages for nicotine pouches and vapes, restrictions on names of the flavours they can contain, and keeping the products out of sight in shops. The government has not published its response. Restrictions on advertising and sponsorship for nicotine products are also in the Act, with 1 June 2027 signalled as the start date, but that date is not yet set in stone until regulations name it.

NB: Pouches are not covered by the Vaping Products Duty, which started on 1 October 2026, as the duty applies to vaping liquid.

Nicotine pouches age limit: FAQ

Can you buy nicotine pouches at 16 in the UK?

Not from 29 October 2026. Before then there was no age limit for the purchase of nicotine pouches, but from that day the age of purchase of nicotine pouches is fixed at 18 throughout England, Wales, Scotland and Northern Ireland under the Tobacco and Vapes Act.

Can I still get a free nicotine pouch sample?

No. As of 29 October, businesses will no longer be allowed to give away nicotine pouches, or codes for free cans, to promote them; this rule applies to both producers and dealers, and it applies both in person and on the Internet. The only exceptions are approved smoking cessation services.

Does the age limit apply to synthetic nicotine pouches?

Yes. The guidance says all types of nicotine are covered, including synthetic nicotine produced in laboratories, and so these pouches are for those over eighteen like all the others.

Are caffeine pouches age restricted?

The new law refers to products containing nicotine; since caffeine pouches are nicotine-free, they do not fall under the law. However, we still only sell caffeine pouches to customers aged 18 and over.

Are nicotine pouch bundles still legal?

Yes. Buying several cans for a lower price per can counts as a bulk discount, which the guidance allows. The ban is on free cans and token-price promotions.

What happens if you buy nicotine pouches for someone under 18?

You commit an offence. It carries a £200 fixed penalty in England, Wales and Scotland, £250 in Northern Ireland, or a larger fine if the matter goes to court.

Nicotine warning: Nicotine pouches contain nicotine, which is a highly addictive substance. They are only intended for adult nicotine users and are not suitable for non-smokers, pregnant or breastfeeding women, people with heart conditions, or anyone under the age of 18. According to Action on Smoking and Health (ASH), nicotine pouches are likely to be less harmful than smoking but are not risk-free, and more research is needed. Keep out of the reach of children and animals.
